The Community Youth Development Program was established in 1995 with funds authorized by the 74th Legislature for the purpose of reducing high juvenile crime areas in the state of Texas. Fifteen zip codes throughout the state were identified and funded to include 78207 in the San Antonio area.
As a prevention program, CYDP is intended to serve youth, 7 – 17 years of age, who have not been involved in the juvenile justice system, but who are at-risk of becoming involved. CYDP services are completely voluntary and provided at no charge and without regard to youth or family income.

- Academic Support Services
- Life Skills Classes
- Mentoring
- Youth Leadership Development

CYDP is community-based, flexible and a powerful tool for supporting positive options for youth.
Locally, CYDP operates in partnership with the Texas Department of Family and Protective Services, The Children’s Shelter, the Community Collaborative Committee (CCC), the Youth Advisory Committee (YAC)and sub-contracted Service Providers. The Children’s Shelter executes, manages and provides oversight for the program’s day-to-day operation.
